In Canada, temporary residency applies to those who are not Canadian citizens but are legally in Canada for a temporary purpose, including international students, foreign workers and tourists. Visitors to Canada, including tourists, students, and workers, may need a Temporary Resident Visa (TRV) from Citizenship and Immigration Canada (CIC) to enter Canada where as Canadian Citizens and Canadian Permanent Residents have the right to enter Canada freely
Permanent Residence (PR) is a requirement for Citizenship; Temporary residency has little to do with Citizenship. Anyone cannot get from Temporary resident to Citizen without first going through another program. Some foreign nationals require a Temporary Resident Visa to visit Canada.
