The Government of Canada has officially raised the cap for applications under the Parents and Grandparents Program (PGP) in 2025. This change marks a significant shift in policy, opening more opportunities for Canadian citizens and permanent residents to reunite with their parents and grandparents through permanent residence sponsorship.

New PGP Cap for 2025: What’s Changed?

According to new Ministerial Instructions published in the Canada Gazette on March 22, 2025, the federal government will now accept up to 25,000 PGP sponsorship applications this year.

This is a significant increase from the earlier announcement in January 2025, where the government indicated it would process a maximum of 15,000 applications, exclusively from the 2024 intake.

However, as of March 7, 2025, the government confirmed it would be sending out new invitations in 2025. The updated cap now includes:

  • Applications from the 2024 intake, and
  • New applications from the 2025 intake round

Who Will Be Invited to Apply?

Individuals who submitted an Interest to Sponsor form during the 2020 intake—and have not yet received an invitation—may be selected when the new 2025 intake round begins.

Those invited will have the opportunity to sponsor their parents or grandparents for Canadian permanent residence under the PGP.

About the Parents and Grandparents Program (PGP)

The Parents and Grandparents Program (PGP) is a key family reunification pathway that allows Canadian citizens and permanent residents to sponsor their immediate elder family members for permanent residence.

Because the demand for PGP far exceeds the number of available spaces, the government uses a lottery system to randomly select eligible sponsors.

Since the last full intake was in 2020, all invitations sent over the past few years—including those in 2025—have come from the pool of individuals who submitted forms in that year.
