New Restrictions for International Students Transferring Schools in Canada – What You Need to Know

As of May 1, 2025, international students in Canada face new rules when it comes to changing Designated Learning Institutions (DLIs). The changes mean that in most cases, students must now apply for and obtain a new study permit before transferring to a different school.

Previously, international students could change schools while keeping their existing study permit—only needing to update their DLI online with Immigration, Refugees and Citizenship Canada (IRCC). That flexibility changed on November 8, 2024, when the government introduced a new policy, followed by a temporary grace period. That interim measure has now expired.

What’s Changed?

As of now, most international students must apply for and receive approval for a new study permit before transferring to another DLI. Without this approval, changing institutions could result in a violation of study permit conditions.

Students are encouraged to plan well in advance to avoid disruptions. However, certain students in extenuating circumstances may still transfer without waiting for a decision, as long as specific conditions are met.

When Do You Need a New Study Permit to Change Schools?

Here’s how the new rules apply, based on different academic scenarios:

When to Apply for a Study Permit Extension

Students are advised to apply as early as possible once they know a school transfer is required. At the latest, IRCC recommends applying at least 30 days before the current permit expires.

Other timelines to keep in mind:

  • If you finish your program earlier than expected, your permit will expire on the date listed or 90 days after completion, whichever is sooner.
  • If your program takes longer than expected, you must apply for an extension before the current permit expires.
  • A study permit can only be extended up to the passport’s validity—ensure your passport is current before applying.

Importantly, if you apply for your extension before your current permit expires, you may continue studying under the same conditions, but only if you remain in Canada while your application is being processed.

What Documents Are Required?

When applying for a study permit extension for the purpose of transferring schools, you must include:

  • Completed IMM 5709 application form
  • Photocopies of your passport
  • Copy of your current study permit
  • Letter of acceptance from your new DLI
  • Proof of financial support while in Canada
  • Proof of academic standing
  • A letter explaining your reason for changing schools
  • A valid Provincial or Territorial Attestation Letter (PAL or TAL), unless exempt

Depending on your individual situation, additional documents may be required. It’s important to review IRCC’s document checklist to ensure a complete application.

If you’re eligible to transfer and begin studying before receiving a decision, you must also provide supporting documents showing how you meet IRCC’s exemption conditions.

Who Can Transfer Without Waiting for a Permit Decision?

You may begin your studies at a new DLI before receiving a decision only if:

  • You have remained in Canada since receiving your new Letter of Acceptance.
  • You still meet the conditions of your current study permit.
  • One of the following occurred before completing your program at the previous DLI:
    • The institution closed.
    • The program was discontinued.
    • The institution was suspended.
    • The institution lost its DLI status.
