Concordia University Establishes Institute to Advance Immigration Research and Support Newcomers

Concordia University in Montreal has launched the Institute for Research on Migration and Society (IRMS) to study immigration’s impacts and improve newcomer experiences in Canada. The institute aims to deliver evidence-based research while fostering discussions to help immigrants integrate into Canadian society.

The Need for IRMS

IRMS serves as a bilingual research hub, addressing a gap in Quebec’s largely French-language academic discussions on immigration. The institute also aims to examine issues such as why newcomers leave Quebec for other provinces and foster better collaboration between provinces and the federal government.

IRMS Projects

Since its inception, IRMS has partnered with academic institutions and government bodies on various research initiatives. Key projects include:

  1. Migrant Integration in the Mid-21st Century: Bridging Divides
    • Focuses on sustainable immigration practices and the role of digital technology in integration.
  2. Réseau de recherche sur l’immigration, l’intégration et les relations interculturelles au Québec (RQ3I)
    • A collaborative effort with Université de Montréal and Université Laval, backed by $1.2 million in funding. This will be Quebec’s first research network dedicated to immigration and integration.
  3. Canada’s Changing Immigration Landscape (CCIL)
    • Partners include the Centre of Excellence on the Canadian Federation and the Centre for Migration Studies at UBC. The project informs policymakers, the media, and the public on immigration trends.

Quebec’s Unique Immigration Approach

Quebec stands apart from other provinces with its autonomy over immigration policies. However, in 2023, the province paused two key permanent residence pathways:

  • Quebec Experience Program – Quebec Graduates (PEQ – Diplômés)
  • Regular Skilled Worker Program (PRTQ)

These programs are on hold until June 30, 2025. Additionally, a cap limits PRTQ admissions to a maximum of 25% from any single country.

Federal Pathways for Skilled Workers

Foreign skilled workers seeking permanent residence in Canada can also explore federal pathways or pilot programs, particularly those tailored for French-speaking applicants.
