This draw follows two significant draws on May 30 and 31, which were unique in being program-specific. Since the introduction of category-based selection draws in May 2023, no such program-specific draws had occurred. The May 30 draw targeted candidates with a provincial nomination through the PNP, while the May 31 draw focused on candidates in the Canadian Experience Class (CEC). Together, these draws issued ITAs to a total of 5,985 Express Entry candidates.
The CEC draw was particularly notable as it was the first such draw since September 2021. Many CEC candidates currently live and work in Canada, aligning with Canada’s recent initiative to transition more temporary residents to permanent residents and reduce the overall number of temporary residents. This goal also applies to the PNP draw.

What is Express Entry?
Express Entry is an advanced application management system that oversees three of Canada’s most prominent economic immigration programs: the Federal Skilled Worker Program (FSWP), the Canadian Experience Class (CEC), and the Federal Skilled Trades Program (FSTP). Each program uses the Comprehensive Ranking System (CRS) to evaluate candidates based on several human capital factors, including age, work experience, language proficiency, occupation, and education. The system also takes into account whether a spouse or partner is included in the application.
Each factor is assigned a specific number of points, which are then totaled to form the candidate’s overall CRS score. Candidates are ranked against one another based on their CRS scores, and those with the highest scores are most likely to receive an ITA for permanent residency in subsequent Express Entry draws.
Despite differing eligibility criteria, all three programs utilize the same CRS system. Upon receiving an ITA, candidates have 60 days to submit their final application for permanent residency to IRCC.
What is Category-Based Selection?
Introduced in May 2023, category-based selection allows IRCC to choose Express Entry candidates with attributes that significantly benefit Canada’s labor force and economy. The six categories include five occupation-based selections and one targeting candidates with strong French language proficiency:
- Healthcare occupations
- Science, technology, engineering, and mathematics (STEM) professions
- Trades occupations, such as carpenters, plumbers, and contractors
- Transport occupations
- Agriculture and agri-food occupations
According to a recent Access to Information Request, the French proficiency category will account for the highest number of category-based selection draws this year (30%). Healthcare and STEM occupations will constitute 15% and 25% of the draws, respectively, with the remaining categories making up 5% or less.
