Two Canadian provinces recently extended invitations for nominations through the Provincial Nominee Program (PNP).
First launched in Manitoba in 1998, the PNP was designed to spread immigration’s economic benefits to areas in Canada that immigrants may not typically consider. Today, every province and territory has a PNP (with the exception of Quebec and Nunavut).
Through this program, provinces select economic immigration candidates with strong potential to integrate into their local economies.

Each province has an allocated number of nominations determined by the federal Immigration Levels Plan. The latest plan, released on October 24 for 2025, announced a significant reduction in the total PNP nominations—from 110,000 in 2024 to 55,000 next year.
Receiving a provincial nomination greatly strengthens a candidate’s permanent resident application. This is particularly advantageous for Express Entry candidates, who gain an additional 600 CRS points with a provincial nomination, boosting their chances of receiving an Invitation to Apply (ITA) for permanent residence. The PNP is one of Canada’s most popular economic immigration pathways for newcomers.
Provincial Immigration Results: October 26 – November 1
British Columbia
On October 30, British Columbia issued over 83 invitations to apply for nomination through the British Columbia Provincial Nominee Program (BC PNP).
A general draw invited 31 candidates from the Skilled Worker, International Graduate, and Entry Level and Semi-Skilled streams. Minimum scores were set at 134 for all candidates, except Entry Level and Semi-Skilled applicants, who needed a score of 117.
B.C. also held four targeted draws within the Skilled Worker and International Graduate streams for specific occupations:
- Childcare occupations: 20 candidates with a minimum score of 90
- Construction occupations: 20 candidates with a minimum score of 96
- Healthcare occupations: 12 candidates with a minimum score of 104
- Veterinary occupations: Fewer than five candidates with a minimum score of 80
Prince Edward Island
The PEI PNP invited 89 candidates under its Labour and Express Entry category, focusing on candidates currently employed in PEI’s healthcare, construction, and manufacturing sectors.
Additionally, two candidates were invited from the Business Work Permit Entrepreneur category, requiring a minimum score of 92.
Over the past year, PEI has issued 1,237 invitations to PEI PNP candidates, with 98% going to individuals in the Labour and Express Entry stream.
