After a quiet start to the year, two Canadian provinces have begun issuing invitations to candidates for provincial nomination in 2025.

Manitoba and Ontario are the first provinces to initiate their immigration draws this year, opening the doors for candidates to move closer to achieving their Canadian immigration goals.

Manitoba

Manitoba Provincial Nominee Program (MPNP) launched its first draws of 2025 on January 9 and held its third draw on January 23.

In the January 23 draw, invitations were issued under the Skilled Worker Overseas Stream as part of a Strategic Recruitment Initiative.

  • Number of invitations issued: 128 Letters of Advice to Apply (LAA)
  • Minimum score: 609
  • Of the 128 invitations, 22 were extended to candidates with a valid Express Entry profile number and job seeker validation code.

Ontario

The Ontario Immigrant Nominee Program (OINP) held a targeted draw on January 15, 2025, under the Employer Job Offer: Foreign Worker Stream, inviting four candidates.

This draw was part of the Economic Mobility Pathways Project (EMPP), which is designed to assist skilled refugees and displaced individuals seeking to live and work in Canada permanently.

Reduced Allocations for PNPs in 2025

The Immigration Levels Plan 2025-2027, announced in October 2024, brought significant changes to Provincial Nominee Program (PNP) allocations.

  • Overall admissions for PNPs have been cut by approximately 50% compared to previous years.
  • Following this reduction, the federal government has also lowered PNP nomination allocations for provinces and territories.

Several provincial immigration ministers have voiced their intention to negotiate higher allocations with the federal government to address these challenges.

Additionally, the planned reopening of the Northwest Territories Provincial Nominee Program, originally scheduled for January 16, was postponed due to the reduced allocation.
